Higher Education Governance for new HEPs – get this right or potentially fail

You’ve decided you have what it takes to become a Higher Education Provider (HEP) in Australia. You’ve done your due diligence on being able to deliver quality education outcomes through HELI’s Six Key Pillars of Quality Higher Education Delivery:

  1. Governance
  2. Faculty & Scholarship
  3. Facilities & Resources
  4. Curriculum
  5. Quality Assurance Framework
  6. Process

And you’re now feeling confident that you’re ready to start preparing your registration application to the Tertiary Education Quality Standards Agency (TEQSA).

Before you do, we recommend you go back to the first key pillar of quality higher education delivery – GOVERNANCE – and analyse your responses thoroughly. Ask yourself whether your institution has in place adequate systems for good corporate, academic, operational, administrative and financial governance.

Having a clear understanding of the required governance arrangements of higher education providers will allow you to build and maintain robust governance frameworks and to meet the relevant standards that will ensure your submission to register as a new HEP will be successful.

HELI’S TOP TIPS:

01 Understand the importance of governance in a non self-accrediting higher education provider.

02 Appreciate the distinction between ownership, corporate governance and academic governance in a higher education context.

03 Be familiar with generic models of governance in higher education providers.

04 Construct a Governance Framework that “fits” your new HEP.

TAKE A LOOK AT OUR RESOURCES FOR HEPs

HELI has developed a suite of frameworks that can be utilised by non self-accrediting HEPs as an alternative to building their own documentation from scratch. This includes a Governance Charter that documents the GOVERNANCE FRAMEWORK for a typical non-university higher education provider. Also included are letters of invitation to join the corporate and academic governing bodies, as well as inaugural agendas.
